HTML, CSS, web servers, browsers, and personal computers (and other devices) work together as a system. When building a website, you will spend most of your time focusing on the HTML-and-CSS relationship, but fonts are controlled by servers and personal computers -- and readers cannot see your layouts without a browser -- so you need to know how the system works as a whole.
